It’s the municipalities that are the sticky point, if they aren’t happy there will be a couple hundred rock trucks on either side of town blocking all the equipment needed to hold the event and everything else coming or going. It happens all the time. They have an enourmous amount of leverage and aren’t afraid to use it.
