OK so the qualifying criteria is convoluted but here’s the wiki pages:

There’s only 5 spots remaining in the men’s and 7 in the women’s. These spots will go the the highest finishers who have not already qualified, provided their country does not already have 2 qualified. So sorry Kel but you are toast. You too Pip.
Here’s the important bit:
The top five eligible men and top seven eligible women who have not already qualified via the 2019 World Surf League will qualify for the Olympics, subject to a maximum of two surfers per National Olympic Committee in each of the men’s and women’s events.
If you look at who’s qualified, the ONLY guys on the WCT who need to go are Frederico Morais (in case some other Portuguese surfers take his spot), Leonardo Fioravanti and Matthew McGillivray (who have not qualified yet).
Old mate Eithan Osborne probably won’t win the event but may finish high enough to qualify for Israel due to all the other placegetters being from countries that have already hit their quota. This would be a good year to be a hot surfer from a non-powerhouse surf nation.
It doesn’t say anything about WCT surfers having to attend the games in order to qualify. Aguerre might want them there just to be a bit of a wanker to the WSL, but the rules have already been written and the surfers have already qualified.
